City of Tampere could just force their customers to use E-invoicing. They should just inform their customer that they will only accept e-invoices and other types of invoiced will not be paid. Or other way would be to add certain fee on the paper invoices handled by City of Tampere. Naturallywhen making various business agreements with new vendors, e-invoicing should be inculed in the contracts, so that all the new customers and partners would be forced by contract to use E-invoices. Excisting customer could be moved gradually, giving them certain timeframe during which they would be forced to switch to E-invoices.
